What does pilot in command (PIC) mean?

Pilot-in-command or PIC means the pilot designated by the operator as being in command and charged with the safe conduct of a flight, without regard to whether or not he or she is manipulating the controls.

A pilot can log PIC time when the pilot is the sole manipulator of the controls of an aircraft for which he or she rated.
